Local Government Congress of the Three Seas

On 12–13 June 2024, the Local Government of the Lublin Province invited representatives of the academic community to the next edition of the Local Government Congress of the Three Seas, organised in cooperation with regions located between the Baltic, Adriatic and Black Seas.

The Congress is an international economic event attended by representatives of government and local government administrations, the scientific and business sectors from the member states of the Three Seas Initiative. On the second day of the proceedings, the President of the Republic of Poland, Andrzej Duda, was a guest at the Congress.

As part of the LUC programme, he participated in a panel discussion entitled Lublin Digital Union – artificial intelligence and digital solutions in practice.
The participants of the debate – representatives of the universities forming the Lublin Digital Union – summarised the LUC’s experience to date in the context of exploiting the potential of individual universities. They discussed key factors for the development of effective applications of artificial intelligence, its fields of application, opportunities for cooperation with business, but also the potential risks that the use of AI may entail. “I led a discussion on the future of artificial intelligence applications in the context of opportunities, possibilities and threats, taking into account the objectives of the Congress itself. The Three Seas Local Government Congress combines many aspects related to the development of the region as well as topics related to internationalisation. There is a misconception that the Lublin region is backward, but this is not true. We have enormous potential! Our academic background is our potential. We are able to cooperate with each other and, as a result, we are able to develop significantly better solutions. We do not limit ourselves to the Lublin region – for us, as LUC, the goal is the entire Three Seas region,” concluded Dariusz Czerwiński, Associate Professor.

Summing up the first period of our activity, we have demonstrated the potential of the Lublin Digital Union, said Prof. Robert Rejdak from the Medical University. Using the latest digital technologies, such as telemedicine tools, but also creating artificial intelligence algorithms, we want to introduce screening tests for children, young people and students in the Lublin region. We are introducing a digital register of patients with keratoconus. Other areas include rare diseases in ophthalmology. As part of the Lublin Digital Union, we are conducting genetic research into these types of conditions. I would also like to mention projects such as Dobrze Widzieć (See Well) and Okobus. I really like the phrase “the Lublin region is a ‘C’ region,” but “C” stands for cyfrowy (digital), and that is the task of LUC.
This year, over 900 participants from 20 countries took part in the Three Seas Local Government Congress.
